 Tech timings

Currently building and most teching can be done instantaniously, which is nice. Only the tier tech takes some time and blocks other tech. I suggest to add evo chambers, machine docks, .. using standard sc2 tech buildings (needs some model swappings).
One can decide to get a lot of tech facilities, which also take space. The duration of all dmg and armor tech has to be balanced, standards may give a good start.

This would make early investment into tech more valuable. Of course this also makes the whole game more complicated.
